About FELE Recruitment

The Florida Department of Education (the Department) has initiated activities to review and update the Florida Educational Leadership Examination (FELE), a requirement for the certification of administrators (such as school principals) in Florida.

Candidates seeking certification in Educational Leadership in Florida are required by State Board of Education Rule 6A-4.00821, FAC, to take this examination.

The current examination is aligned with the 10 Principal Leadership Standards (Rule 6A-5.080, FAC). The 10 areas are divided into three subtests:

Subtest 1 - Leadership for Student Learning: Student Learning Results, Student Learning as a Priority, Instructional Plan Implementation, and Learning Environment

Subtest 2 - Organizational Development: Faculty Development, Leadership Development, and Professional and Ethical Behavior

Subtest 3 - Systems Leadership: Decision Making, School Management, and Communication

New Florida Principal Leadership Standards were approved by the State Board of Education in December 2011. The Department has contracted with the Evaluation Systems group of Pearson (Evaluation Systems) to assist in the test development and administration of an updated examination aligned to these standards. You are qualified to be a FELE Subject Matter Expert if you possess a current Florida Educational Leadership Certificate and are:

  • an active school-level administrator (principal or assistant principal) or district-level supervisor with at least two (2) years experience working in a K–12 educational leadership role; or
  • a recently retired (within the last two years) school-level administrator (principal or assistant principal) or district-level supervisor with at least three (3) years experience working in a K–12 educational leadership role; or
  • a college faculty member who is directly training K–12 educators in Florida at the undergraduate or graduate level and who has expertise in being a Florida educational administrator.

Benefits of participation include:

  • opportunities for professional growth and inservice credits (individuals should refer to their district's master inservice plan to determine if their participation qualifies for inservice credits).
  • substitute reimbursement or a stipend of $250 per 8-hour meeting day for your time and effort. Individuals should refer to their district or institution policy to determine if they are eligible to receive the stipend.

Participants will receive:

  • reimbursment for their travel and meal expenses, and
  • hotel accommodations, if necessary.
